A long-awaited revision of the ISO 9001 and ISO 14001 standards is here!
The EN ISO 14001:2005 was published on September 15 and the EN ISO 14001:2015 standard on September 23. More detailed information is provided later in this issue of our Newsletter, in particular in the Training section, i.e. summary of trainings scheduled for you (the set dates are listed in the section Training).The main topics of our upcoming trainings include a new revision of standards as described above, the use of Technical Reglements of Customs Union in practice (i.e. transition from the system based on GOST standards) or continuation of a successful series of training in Energy Management.
We would like to ask you to pay attention to the moving of our Prague headquarters and expansion of accreditations (in the certification of personnel for new techniques in UT and RT methods and certification of the production and distribution process of solid fuels and solid biofuels in the countries of former Yugoslavia).
Since you are reading the last edition of our Newsletter in 2015, I would like to take this moment to thank you on behalf of all my colleagues for your kind co-operation and wish all the best in 2016, however advanced my wishes might seem at the beginning of October.

Looking back to the third quarter 

Meeting with the clients – session II

The second session of the Meeting with the clients held on September 8 - 9 was marked by the celebration of the 25th anniversary of the founding of the first office of TÜV NORD in the Czech Republic.
The main purpose of this Meeting, which we organize each year on regular basis, was not only to thank you for your kind co-operation and to introduce to you current changes in the certifications, inspections, testing and STK (Vehicle Inspection Stations), but also to exchange experience and share expertise from practice. 
For the third year in a row we include in the program originally focused only on the “system certification” also news from inspections, certifications and testing of products and personnel, with an intention to have your attention.
If there are still some issues missing in this program, we would be glad if you send us your suggestions to the contact below. We will try to incorporate them in our future events, if possible, in order to make the next meeting even more interesting.

Amendments to the standards ISO 14001 and ISO 9001

The long-awaited release of the new edition of EN ISO 14001: 2015 (issued 15. 9. 2015) and EN ISO 9001: 2015 (issued 23. 9. 2015) took place in September.
At this moment, we would like to summarize the most important milestones related to this amendment:

  1. The date of issue marks a 3-year transition period for the transition to the new standards.
  2. The certification and the issue of the certificate under the old version of the standards will be possible up to 18 months at the most (i.e. until 03/2017)
  3. The transition to the new „2015“ standard can be carried out within the recertification or surveillance audit.
  4. The scope of the audit according to the accreditation rules is extended due to new, extended requirements of the new standards, which must be reviewed during the „transition audit“.
    The additional scope of the transition audit according to the requirements of ISO 9001:2005 and ISO 14001:2015 within the recertification audit is at least 10% of the scope of the recertification audit, but at least 0.25 man-days on site.The additional scope of the transition audit according to the requirements of ISO 9001:2005 and ISO 14001:2015 within the surveillance audit is at least 20% of the scope of the surveillance audit, but at least 0.5 man-days on site.
  5. We recommend realizing a transition to the new standard within the recertification audit (due to lower costs – ad 4).
  6. We will send you the information on a possible term of the „transition audit“ in advance before the term of the scheduled audit. If you wish to upgrade still in 2015, we ask you for an early notice before the term of the scheduled audit. 

Currently, all the auditors of TÜV NORD Czech have been qualified according to the new amendments and our procedures are in compliance with the 2015 revision.

Extension of the accreditation of the certification of processes of production and distribution of solid fuels and solid biofuels in the countries of the former Yugoslavia

Due to increasing demand for the certification of wood pellets according to ENplus in the countries of the former Yugoslavia, we have started cooperation with TÜV NORD Croatia and currently, we cooperate on inspections for the production and distribution of wood pellets within the accredited inspection body I 4013. Currently we have 7 companies in Bosnia-Herzegovina that produce wood pellets, in a quality A2 which are certified according to the system Enplus, or are currently under the certification process. Our cooperation with the inspector from TÜV NORD Croatia who has the same qualification as the inspector in the Czech Republic facilitates the certification procedure to the customers in the former Yugoslavia with a result of acquiring the highly valued product certification under the Certification Body for certification of products COV 3170 and the certification Enplus, thus opening the way to the international market with wood pellets.

Certification of NDT personnel for new testing techniques

Within a successful completion assessment of compliance with the requirements of the amendment of the accreditation standard ČSN EN ISO/IEC 17024:2013, the certification body TÜV NORD Czech has extended its scope of accreditation of personnel according to EN ISO 9712 for new testing techniques in UT and RT methods, namely: phased array (UT-PA), Time-of-Flight Diffraction (UT-TOFD), digital radiography (RT-DR), radioscopy (RT-DS).
These advanced NDT techniques are widely used in a variety of industries. Their outstanding characteristics are among others a high speed of testing and significantly better ability to detect defects in comparison with conventional methods of UT and RT. Their software tools allow better interpretation of test results and, last but not least, electronic archiving of records of testing.

Due to its capabilities and new technologies used these techniques put increased demand on the qualification of the NDT personnel. TÜV NORD Czech therefore prepared, in cooperation with the training and testing centres, certification programs on these topics. Successful completion of these programs guarantees the certificate to the participants, confirming their qualification for testing of these testing techniques. The qualification program is available in the Stage 2 according to EN ISO 9712 and all industry and product sectors.

Energy savings and new financing options for energy saving projects

Energy management is still a current topic, mainly in connection with the approaching date of the implementation of the legislative requirements (we informed you about this in the previous edition of the Newsletter here).

Legislative requirements, possible solutions for energy-saving projects, ways of their implementation and evaluation, therefore, were the main topics of the special training that we have scheduled for this summer. 

With regard to your interest for them, and considering the fact that we became a partner of a new project National Centre for Energy Savings (Národní centrum energetických úspor), designed to provide assistance in financing and implementation of energy savings projects, we have decided to continue in this series of trainings:

  • On 17.9.2015 our leading expert, Mr. Martin Doležal gave his lecture at the International Engineering Fair (Mezinárodní strojírenský veletrh) (here).
  • We have scheduled a series of trainings in cooperation with AF POWER Agency – more information is provided in the section Training bellow

New seminars of TÜV NORD Czech on foreign investments and export of products abroad already in mid-October!

With regard to the needs of our clients and missing trainings on the market, we have decided to organize seminars, designed to navigate you through the conditions of successful export or investments on foreign markets.

While the first of these seminars is focused namely on countries of Customs Union (Russia, Belarus, Kazakhstan and Armenia) with the purpose to clarify the current requirements of the certification system of the CU (transition from a system of standards based on GOST to the new concept of Technical Reglements of Customs Union), the second seminar is focused (in general, with examples from practice) on introduction of technical risks related to foreign projects in different countries from Europe to Asia.

The common topics of both seminars are: providing assistance when entering foreign markets, protection of interests of participating parties and reduction of financial risks and time losses and penalties.

Transition to the new Pressure Equipment Directive (PED EU 2014/68)

Since this is only adaptation (Alignment), not the directive change, any transition period is expected. Thus the transition will be carried out as follows:

  • PED 97/23 will be used applied July 18
Exception: The article related to CLP-Regulation (Classification Labelling and Packaging) – it is mandatory to use this adaptation since June 1, 2015 
  • All EU member states must apply PED 2014/68/EU since July 19, 2016 
All the PED-related rules (ca. 200) will be adapted to PED 2014/68 EU during the first half of 2016. The Notified Bodies must complete a new authorization and notification process. First, a new PED 2014/68 EU must be converted into a national legislation (a new Government regulation...). According to recent information, the release of a new Government regulation is expected in 04/2016. This will be followed by the authorization process (ÚNMZ/The Czech Office for Standards, Metrology and Testing) and the notification. All certificates and test reports on PE issued according to the old EC 97/23 before 19.7.2016 remain valid.

Status of harmonization of EN ISO 9606-1: 2013 Examination of welders – fusion welding, part 1 Steel

EN ISO 9606-1: 2013 in this form will not be harmonized with PED. Currently, its rework and a new edition are under way. The period of use of EN 287-1:2011 was prolonged until 10/2015 and, if necessary, this period will be extended again until edition of a new standard EN ISO 9606-1.

New edition of the ASME Boiler and Pressure Vessel Code

This June, the American Society of Mechanical Engineers (ASME) has issued a new 2015 edition of the ASME Boiler and Pressure Vessel Code (B&PV Code). 

B & PV Code is one of the most important technical codes in the area of design, manufacture, testing and inspection of pressure equipment, for both conventional energetics, chemical and petrochemical industries as well as components for nuclear facilities.

B & PV Code, edition 2015, will be binding for all manufacturers producing pressure equipment since January1, 2016. On this occasion, TÜV NORD Czech prepared seminars dealing with Section VIII, Div. 1 - Pressure Vessel and Section I - Power Boilers, ASME B31.1 - Power Piping and changes in the 2015 edition.

New address of the Prague office of TÜV NORD Czech

Starting mid-November until the end of 2015, the headquarters of TÜV NORD Czech will be transferred from its address in Prague 8 to new premises: Administrative Center (Administrativní centrum) “Galerie Harfa”, Českomoravská 2420, 190 93 Praha 9 – Libeň. 

The main reason for moving is the space size which no longer meets the requirements of a growing number of experts in our company. The new premises will offer own training facilities and corresponding background.

All contacts (telephone and fax) will be redirected and remain unchanged.We are looking forward to see you at our new address!
